libgpg-error-dev software package provides library for common error values and messages in GnuPG components (development), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgpg-error-dev
libgpg-error-dev is installed in your system.
Make ensure the libgpg-error-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgpg-error-dev *
You will get with libgpg-error-dev package name, version, architecture and description in a table
